He may have said they could, but did Egypt or Jordan say they could? These are sovereign countries. 

Egypt has a population around 120 million. Jordan has a population around 10 million. How will they absorb 2 million people? Where will they house them? And what will they do with this extra housing when they are gone. How will their infrastructure support them? Will new hospitals, schools, transportation systems, etc. be built for them? Do they get jobs with these new modern homes in beautiful communities? Do they pay taxes? Or do they get welfare? If so, who pays for that? Are they citizens? Can they vote in elections? And when Gaza is rebuilt do they move back in? For free? Or do they need to re-buy the buildings that got bombed out from under them? And where do they get the money for that?

Too many moving parts.   Need more details before someone can decide if the idea has merit or not.   From a very high level, it appears to have merit but the devil is in the details.

There's a difference in funding a project of expansion with never-ending, no-strings-attached, weapons shipments and supplies and defending an ally country against invasion.
