The difference between Russia and USA steroids is the same as the economy: In Russia, everything in a person's day-to-day life is state-mandated. In America, everything in a person's day-to-day life is mandated by privatized companies. Both have athletes are that running hot. It's just a difference of how they arrive at the same endpoint. Sure, it wasn't state mandated but if you were anyone who wanted to be someone in track & field or distance running then you were at NOP and if they told you to put something in your body then you did it no questions asked.
