Can a pardon be revoked? I don't think so. Seems kind of strange to think about. Would it take a law to proscribe the pardon power of the President? An amendment? It seems to me that there are many "laws" that describe and control powers granted in the Constitution. But the language in the Constitution states: Section 2. The President shall be commander in chief of the Army and Navy of the United States, and of the militia of the several states, when called into the actual service of the United States; he may require the opinion, in writing, of the principal officer in each of the executive departments, upon any subject relating to the duties of their respective offices, and he shall have power to grant reprieves and pardons for offenses against the United States, except in cases of impeachment. It does not say .... grant reprieves and pardons for potential offenses against the United States,... So many of those pardoned were pardoned for things they have not been prosecuted for. I suppose you could interpret that as possibilities rather than determinations of blame. I am unsure that the Constitution gives Biden the power to pardon potential offenses. I will leave that to those that speak legalese. mspart
