So no one would  be grandfathered in?

would mean several wrestlers would be ineligible for next year unless schools want to gamble on federal funding.

Unless the schools violate the conditions of the bill that authorized funding, the funding can’t be pulled.

Imagine: POTUS signs EO saying that all schools must change their mascots to My Little Pony characters. Then, tries to pull funding if they don’t.

Turns out, unless the federal law stipulates that they must change their mascots, it’s illegal for that funding to be pulled.

That sounds more reasonable

Seems to me the POTUS has about a billion more things to worry about than college transfers.

Typical Trump. Makes a performative gesture to appease his base, knowing it has no chance in hell of surviving a legal challenge.  If he actually cared, he'd do the hard work of getting this passed thru the proper legislative process.

Executive orders can't make up rules for the NCAA or anyone else. They only instruct federal agencies how to implement and enforce existing laws.

The actual order instructs agencies to hunt for "fraudulent NIL schemes," prohibit federal funds from being used in NIL or revenue sharing or to pay coaches, then goes on to list a variety of things meant to establish rules - which he can't do and are the very things that courts have ruled to have violated the rights of the athletes. It's laughable on many fronts, but the idea that schools are syphoning off research grant money to pay coaches and/or players is down right insane.

Hell, the majority of the listed items are things that already occur, such as reporting on participation and finances, with the rest being so vague that it amounts to nothing other than an admission that the administration doesn't understand the structure and rules that are in place.

Read it for yourself: https://www.whitehouse.gov/presidential-actions/2026/04/urgent-national-action-to-save-college-sports/

It's nonsensical, but it gets people talking about something other than wars and pedophiles.

It is a gesture to fix a real problem that will not pass legal scrutiny, not that the fix is a great solution.  I would love to limit transfers to 2, not counting grad transfers, but such a rule would violate the basis of the court ruling that created the current situation.  One shouldn't assume the idea originated from Trump or just happened.   It was likely originated by someone else in the administration or a Republican in congress a year ago and wound its way, with its exact wording to be signed now.  I would expect it to be gone by the start date, or at least an injunction.

The overuse and overreach of executive orders started a while ago and will now be embraced by every president in the future.  But that's another conversation.

The President knows

This will be challenged and overturned. I think it is to get the ball rolling on common sense dialogue. 7, 8 year guys pushing high 20s is not in the spirit of collegiate competition in my opinion whether it benefits my school or not. An age or year of play seems more enforceable over the transfer rule. I liked the thought of 1 transfer then another would cost a year. I’m sure it’s not fair to some but every year free agency is not healthy either imo. I think many of us don’t like the rent a player mindset but know it’s part of the game now. It would be nice to solve some of these issues and he was getting the discussion going. Unlike the last guy, he can multi-task. As GV4444 stated, unlikely he spent time on this. It’s a problem many believe, he has people try to solve it, then puts out a solution or to create dialogue. Even fans of big programs seem to not like small schools recruit, develop, then lose their guy, it’s not good for the sport imo. Young men have been offered opportunities to make money and it’s tough to regulate but many of us believe some guard rails are needed. Wrestling doesn’t make lots of money (most programs) at the current rate many opportunities will be lost, many stories will be gone, as we could have 5 super programs and everyone else punches out of the sport.

I agreed with much of what you said, about the changes needed. But the part defending Trump was ridiculous. Trump can multitask? He can't finish a paragraph without jumping topic three times, only to do the same thing the next, with absolutely no task of any kind addressed with coherence. But your last point, about the 5 super programs was spot on.

There's nothing to challenge or overturn in an executive order unless he's instructing an agency to do something illegal in the implementation or enforcement of a law.

This EO doesn't seem to be asking anyone to do anything illegal. It is instructing agencies to, IMO, waste time and resources and says a lot of words about topics with some legal precedent against them, but that's the prerogative of the president.

Thank you MJD. I certainly can’t argue President Trump doesn’t ramble through speeches lol. What I would suggest is he tries to fix problems that he believes need solving and often has many things going. Whether we agree or disagree on policies I appreciate your civility in your opinion.

Dude is very good at one thing, and that is being lazy at all the work he does and skipping anything of substance that would actually move the needle for an issue. Performative gestures are his ace in the hole. That, and EO that get him what he wants for 3-6 months while the courts catch up
