Yeah, I don't see this happening.  Major universities don't seem to be adding programs.

UCLA athletics is losing money and in debt.  If they leave for b10 they also have to pay Cal Berkley several $M per year as well as "investing an additional $12 million in nutritional support, mental health services, academic support while traveling and charter flights to reduce travel time."   Does this sound like a place that's gonna add wrestling and hire JB?

not saying it couldn't change, but hasn't Burroughs been quoted as saying he's not interested in coaching a college program? but beyond that, as others have stated very doubtful UCLA adds the program (or technically brings it back from when they dropped in late 70s/early 80s)
