Spencer Lee, in his prime, is the GOAT on top.  No one else could turn guys with such ease and frequency as Spencer when he was at his best.  He may have fewer championships than Sanderson, Dake, Yianni and Stieber and more losses than a bunch of guys, but he is truly the GOAT when it comes to tilting guys on top.

Ben Darmstadt had 18 pins his freshman year.  Guys stopped choosing bottom against him.

Fleeger is the GOAT on top in folkstyle (via near wrist / far claw ... some mutant version of the Blair ride. (I don't want to hear about Schalles or Ruth or any other cradle people.)).

Satiev is the GOAT on top in freestyle (via West Point ... I wonder what he called it)

John Smith is the American GOAT on top (via rollin mfers like logs).

Chuck Toler, there's a name I haven't heard in a while. Had a HS team mate who wrestled him a few times in off season tournaments.

Lizak was good from top, but he mostly rode and stalled. Zain put a hurting on his opponents from top, but didn't always turn them. Lee rode, wrecked, turned, and pinned opponents from top so often and so efficiently it would make Gene Mills blush. Nobody wanted to be underneath Spencer.
