He lost to Paniro this year, did worse at NCAAs, and doesn't have the quality wins Paniro has. Not exactly a sure bet to beat him out

That is against the law as it has been shown by quoting the law. It really is as simple as that. Just because this person is a judge in WI gives her no right to break the law, nor does it give her a right to avoid consequences for breaking the law.
