We don't need more dummies involved in this topic. Actual crash tests (not simulations) are used to validate the simulations. Those are extremely expensive and are mostly used to fine tune the computer models so more design space, options, conditions, and scenarios can be quickly tested for that itty bitty little lady.. If there is a difference in the official behavior toward those 26 "non-agents" then it is right and proper to presume they were acting in some official capacity.
