I don't think he particularly cares about team camps nor does he care about the stipend.

Which means that O'Toole can take the U23 spot without even wrestling for the National Team spot, thereby taking Ramirez' U23 spot.  At least last year Cardenas kept his U23 spot because the guy who could take it lost his true third match.

If he entered, did he compete?

If he competed, did he outplace O'Toole?

If he didn't, was it because he lost to O'Toole?

Did he lose to someone O'Toole beat?

He lost to Derek Gilcher 10-0 in the Consi of 8 #2 who beat Tommy Gantt in the Consi Quaters 9-4 who lost to Jake Shields 6-4 in the Consi Semis who lost to Kegan O'Toole (the same one who earned the spot) 10-2 for 3rd place at the US Open.

If Ramirez wanted the spot he should have outperformed O'Toole in the qualifying tournament that holds seniority.
