I think it's Chris Taylor, 1973

We have a winner. Oregon State's Greg Strobel took the outstanding wrestler award with wins over three unseeded wrestlers, the #8 seed and the #4 seed. He had two pinfalls, a major, and two decisions along the way.

Meanwhile, Taylor pinfelled the #8 seed, the #5 seed and the #3 seed, along with two unseeded wrestlers.

If anyone know the story behind this seeming oddity, I would love to hear it. It seems impossible this would happen today.

Less credit given for Hvy pins especially for Taylor being 200 lbs heavier than opponents. He was a very good wrestler for hi size, but I don't think he was ever regarded as an "outstanding" wrestler

His performance wasn't only outstanding It was historic.  One cannot score more team points than he did.  A wrestler has only maxed that out a handful of times.  He was also the Gorrarian of all NCAA tournaments up to that point.  By that I mean at the 1973 tournament he had 5 pins in 13:52.  No one had more that 5 pins and no one had 5 pins in less time.  Since 1973 someone has scored 5 pin at NCAAs in less time, but that person didn't win the title.

The only quintuple pinfeller who did not win a title that I can find is Gary Albright, but he took 15:34 to Taylor's 13:52.

in addition to Taylor I think there are other guys who could have reasonably won OW over Strobel. For starters, the 3 champs from Clarion:

134 champ Rohn won from the 8 seed. No bonus wins other than a 26-6 1st rd win over an unseeded wrestler, but he did beat the 1,4, and 2 seeds to win it all.

167 champ Simpson won from the 4 seed. Started off with two pins over unseeded guys, then beat the 5 in OT, 12-5 over the 1, and 7-3 in finals over the 2 seed.

and of course 158 champ Wade Schalles. 4 pins, albeit 3 over unseeded guys, and a 9-2 finals win over the 2 seed. Schalles was OW the year before, maybe there was some sentiment to not give it to same guy 2 years in a row?

Darryl Peterson ISU 1985.  5 PFs in 5:32. Finished 5th at unlimited.  I think he is the overall Gorriaran at NCAAs.

If I'm off on that it's because there are multiple Petersons in that bracket and they wrested each other.

There have been 9 NCAA champs who won the Gorriaran Award with at least 4 pinfalls, but only 7 of them also won the Outstanding Wrestler Award.

Who are the other two?

I think there are three non champs with 5 PFs.  Dan Gable 2nd place 1970 in 22:08, Darryl Peterson 5th place 1985 in 5:31, and Gary Albright 3rd place 1986 15:34.    Both Gable and Peterson benefited from a championship pig tail.

You had Albright and Gable with 5 falls in the table in your thread on this award, but Peterson only had 4 falls in the table.  Interesting stuff in that thread.

.. but what is a pinfall...

It's a disease contracted from a bite of the northern Illinois blue tic.  Over time it can worsen to a stage of pinfellery.  The only known cure is 6 months of quarantine on a basketball forum.  😷

I am just an unfrozen caveman statistician. @Jason Bryant and his new fangled ways frightens and confuses me. Pinfall may have left the rule book in 1955, but it has never left my heart.

Perry was my original guess too, but then I was pretty sure the year he didn't win it the year he got the G. Glad I edited my comment.
