That is my understanding.
In this scenario, it sounds like Cael was made aware that someone stole from Beau Bartlett. It sounds like he reported it to the University PD, who reviewed footage and identified two guys as persons of interest. 
1) If that is as far as Cael/coaching staff's knowledge of the problem(s) goes, they are fine. 
2) If any member coaching staff knew that Carter was harming anyone, they should be fired. End of story.

Penn State University police investigating? Nothing has changed since Paterno and Sandusky. It’s a community driven by athletic department interests.
