It's not the stalling, it was the mocking of Starroci at the end of the mat. 

When Starr kinda danced like he was not bothered and after the whistle Brands did the same thing.

I think the strategy against Starocci should be to take a 1-0 match into the 3rd and choose neutral. Try to steal a td at the end. Guys burn a lot of energy trying to get out and he regularly gets the riding time point.

Again, Starroci had just done pretty much the same thing to him(but while there was time on the clock).

I don't think it was an excuse, I think it was just frustration and mocking him.

Yes, one was a sore and insulting winner, the other a sore loser calling out the insult.
