Not to mention that the groups experiencing the higher birthrates in Russia are not ethnic Russians. (Think of their men's FS team)  Their loyalty to Russia tends to be tenuous and they generally aren't huge fans of traditional Russian culture.  Supposedly, this all bothers Putin.

Maybe it is like The Affordable Care Act where he has a concept of a plan 9 years after he said he had a plan to replace it.

Or maybe it is like the Epstein Files which are a rolling few days away from being released.
