Thanks. I appreciate that. So the root cause is that Putin is power hungry dictator. Someone needs to whip him up a special meal.

Not to mention that the groups experiencing the higher birthrates in Russia are not ethnic Russians. (Think of their men's FS team)  Their loyalty to Russia tends to be tenuous and they generally aren't huge fans of traditional Russian culture.  Supposedly, this all bothers Putin.
