If he were presented with evidence, then that is a different story. This is Carter's problem, and if he sent explicit images to a minor, and that girl wants to do something about it, then there is a trail of evidence to get him in big trouble(although I heard age of consent in PA is 16, so that is confusing since you cannot send explicit images to a 16 year old, but a 16 year old can consent).
