Israel itself reports this as true in their official reports. Israel prevented all aid from entering Gaza for 3 months. The months since lifting the total blockade, they've only let in a tiny amount of aid. They use out of context numbers to fool people like you into thinking they're providing enough aid. For example, Israel claimed it delivered over 5 million meals over the course of a week. That sounds like a lot of food. It's not. It averages out to about a half meal per day per person - assuming all the food made it to the destination, which we know that it's not. Following 3 months of total blockade, this is not enough to prevent famine.

Your first sentence perfectly describes the IDF, as reported by our own government and intelligence agencies, including the Trump administration. The aid is not making it into the strip. Israel can say it "shipped" however much it wants, but they know they're only letting a fraction of it into Gaza. This is well documented by a variety of independent observers on the border, but you plug your ears because you won't believe anything that goes against your ideological priors.
