The intent of the headgear throw penalty is to stop people from whipping it into the crowd or spiking it in a disrespectful way. This kid obviously just tossed it underhand toward the edge of the mat, so the penalty is not called for. With that said, why even put it in the hands of the (biased) ref for a chance to make a judgement call?

This is very true. The fat drunk is usually more a case of gluttony, overindulgence, and lack of physical activity. The true alcoholics that I have seen in my lifetime rarely eat, at most once a day, and usually the same thing that they know their stomach can tolerate.
