Yes, the senate will be tougher but, as you said, a small number of Republicans could also join in and decide to take control of the tariffs, per the Constitution. Trumps only chance to beat China here is to work with our allies. Keeping the 10% tariffs on them keeps them lukewarm to joining in against China. China can easily survive a trade war with the u.s. if that's the only country they're battling.
