There are still a bunch of people on this, and other message boards, who get confused about the free year. I constantly see people listing a wrestlers years and putting "free COVID year" for whatever the last year in the list is. They miss the subtlety that only the 2020-2021 season was the free COVID year. I could easily imagine a scenario where an admin at the school misinterpreted that too.
As for the conference, I can imagine they trust the individual schools to get the rules right. If they had to audit every decision made by the schools then they would need a huge enforcement staff of their own. But why replicate that task, and absorb that duplicate cost? Instead, rely on educating the existing staffs at the schools. And since every other staff at every other school appears to have gotten this right, I do not think blame should be at the conference level.

Hardy is one slot above Bartlett in the NCAA RPI, and one slot below in the WrestleStat RPI. Basically an identical strength of schedule.

He will likely get penalized for wrestling a very weak schedule. The difference between his coaches' poll ranking and his RPI ranking is the third largest in the field.
Ferrari is third in the coaches' rank and sixteenth in the RPI list. I have to believe RPI and quality wins are closely related, so he is probably pretty far down in that too.
