You are correct on all counts. The rule is 1.5% per week. And if Arnold attempts to weigh in and fails at the B1G tournament, Iowa would not be able to substitute another wrestler in. And based on precedence, Iowa would have a wrestle off at some very late point to decide the starter. That is what happened with Brody Teske one of the years Brands entered him late, putting him in the #14 slot.
