My performance review had both a business and a people rating.  For the people side the frontline portion was based on mirroring the regions population base.  If 30% of the region was brown, 30% of the frontline force needed to be brown.  For the management side you were taking the next diverse college grad in the pipeline whether it was the best person or not.  No ifs, ands or buts about it.  I’ve been retired for almost seven years but stay in touch with folks still there.  That management strategy is longer in place as it failed miserably.
