Portal doesn't apply to anyone. You can transfer without entering it.

Portal is for announcing you want to transfer.  You can still do it the old fashioned way and switch schools on your own as long as it’s your move and the other school didn’t contact you first.  It’s how the Iowa kids ended up at SDSU.
