I know Wrestling offers good opportunities for full participation to blind athletes. At least in Folkstyle/HS/College. Not sure about Freestyle so someone can let us know.

The only change on the mat is constant contact between the wrestlers.

What other sports offer full participation to blind athletes?

Depends on how you define "full participation".

Swimming (complete with flip turns:  talk about trust!).  Cycling (tandem bikes as stoker).  Road running (with a sighted pacer).

I don’t know how you would learn it but Men’s Gymnastics - the Rings. 
I don’t believe you ever let go until dismount? So maybe? Possibly pommel horse also?

 

Wrestling is definitely up there in terms of being one of the most inclusive for impaired athletes. Blind, deaf, missing/no appendages can all compete (and find significant success).
 

If you can move, you can probably find a way to wrestle.

I have watched him a few times guys have to start touching his hands . And once you get space the ref stops it and restarts.

We have hockey like that as well. Heavier, bigger puck that makes sound.

There is an Olympic archer from South Korea named Im Dong-hyun who was legally blind, I think he had some vision but not much.  That was impressive to watch him shoot
