For law enforcement, that's true. For ICE, that's not true. They need neither any proof of crime nor any warrant. They don't even need badges. They are a problem for this very reason. Strickenberger is an enormous 125 so I would imagine he has a limited match count at that weight. Gill didn't strike me as a massive 125 to be able to make that jump, but maybe he's heavier than he looks or still growing.
