Mayor Mamdani’s Friendly Influencers and the Funding of Public Messaging in New York City

A look inside the new New York ecosystem.

Whether he’s sitting with kids to promote pre-K, putting on a hard hat and holding a shovel to announce a new infrastructure project, riding a bicycle in support of bike lanes, or answering a question from an influencer on the street, Mayor Mamdani’s administration appears to be keeping busy promoting new policies and city services. The mayor’s office has held influencer-only press briefings, hired a host of new communications staffers, and created a network of influencers who push out his messages to their followers.

On TikTok and Instagram, influencers remind New Yorkers to vote, go to the doctor, participate in city budget talks, and compost their food waste.

Our forthcoming report, to be published by Columbia Journalism School’s Tow Center for Digital Journalism and the Initiative for Policy Dialogue at Columbia University, maps this new ecosystem and the changes that have taken place in New York City in 2026.

We reveal that there are two types of relationships in place. There are pilot programs aimed at using influencers on Instagram and TikTok to promote city services and initiatives including immigration rights, public budgeting processes, and tenants’ rights, as well as preexisting campaigns providing information about voting and healthcare.

There is also a newly created Signal group just for influencers, which was formed out of the Creators4Zohran group that supported the mayor’s election campaign. NYC Creators Announcements is run by Emilia Rowland, the director of new media and cultural communications at the NYC Office of the Mayor. Via the encrypted-messaging app, members receive daily updates, talking points, and clips to use in their posts. They are invited to events and offered interviews with city officials.

Influencers who are selected to join the group fill out an intake form that describes where they live and what topics they are interested in. They will then receive invitations targeted to their interests, such as being invited to join a neighborhood canvass or film the preparation of a canvass.

In many ways, the Signal group is similar to a traditional press list created and used by communications teams, in that the influencers receive updates and can decide what they choose to cover. There are, of course, clear differences between the work of journalists and social media influencers. These influencers have been criticizedfor not asking adversarial questions or doing tough investigative reporting. Influencers in the Signal group are not paid by the city for their coverage, although some are paid by city agencies for work on particular messaging campaigns.

The mayor’s communications team did not respond to repeated requests for a list of NYC Creators Announcements members. Members we interviewed say there are more than two hundred influencers in the group, ranging from micro-influencers with five thousand to ten thousand followers to some with millions of followers.

For our report, we compiled a list of 189 influencers with ties to the Mamdani administration. We used reverse image searches to create a list of those who attended the January press briefing and added other content creators who seem to share connections. We looked at the frequency of content they posted about the Mamdani administration and non-social-media information pointing to an existing relationship, including press coverage or publicly available information about contracts with city agencies.

As well as mapping the New York influencer ecosystem, we discuss how the influencers are selected and the types of collaborations that exist in the city. We are interested in formal and informal relationships and how these creators interact with more traditional journalists. We conclude with recommendations for best practices regarding disclosure of payments.

Nothing in there about being paid to promote Mamdani.  Stop lying, liar.

Individual New York City government agencies pay the ad agencies using city taxpayer funds.   The ad agencies who pay the influencers.   Keep your head out of the sand

All of the references to paid campaigns referred to campaigns prior to Mamdani’s election.  Stop lying, liar.

A) the city paying influencers for a terrorist supporting commie potential mayoral candidate pre election is so awful.    Also marmalodian defended the current practice to pay them now

But

they are actively paying them right now. [1]
Media tracking and a public review of active city contracts show that taxpayer-funded influencer campaigns are ongoing. [1]

Current Payment Details
  • Active Six-Figure Expenditures: For example, Mayor Mamdani’s Department of Social Services is confirmed to have shelled out more than $100,000 for a social media campaign. [1]
  • Legacy Multi-Year Contracts: Many of the ad agency contracts currently dispensing these $5,000 to $20,000 influencer payouts are tied to active three-year agreements. Some of these contracts were initially inked under the previous Adams administration but remain fully funded and operational under Mamdani. [1]
  • The Administration’s Current Stance: When explicitly confronted by reporters regarding the continuing use of paid creators, Mayor Mamdani defended the practice, stating it is his administration’s active responsibility to communicate city information directly to New Yorkers wherever they get their news—including via social media content creators. [1, 2]

But a Post review of active contracts found Mamdani’s Department of Social Services shelled out more than $100,000 this year for an unknown social media campaign. That three-year contract was originally inked in 2025 during Mayor Eric Adams’ administration.

Mamdani Defends City Hall’s Reported Use of Encrypted Influencer Group Chat

At least 200 people are in the chat, according to Columbia University researchers who said they interviewed group members.

Mayor Zohran Mamdani on Wednesday appeared to defend his team’s use of Signal to communicate with hundreds of online influencers after a report that his head of “new media and cultural communications” sends them talking points, daily updates and interview opportunities through the encrypted messaging app.

The Columbia Journalism Review this week published an article by Columbia University researchers on the use of Signal by Mamdani’s new-media team to relay information to a network of content creators “formed out of the Creators4Zohran group that supported the mayor’s election campaign.”

At least 200 people are in the Signal group and their individual followings range from several thousand to millions of followers, according to the researchers, who cited interviews they conducted with group members. The article said the city doesn’t pay influencers in the group for their Mamdani-friendly posts, but city agencies do pay them for work as contractors on messaging campaigns.

All the references are to campaigns from before Mamdani was elected.  And even if there were more recent ones, it proves that the original claim of “taxpayers funding a 200 person propaganda army for himself” is a lie.

One of the worst things you ever defended on here ….. Is thinking it’s cool for tax payers pay for anything for any candidate for any reason for any office

also the article clearly states this is occurring still to this day … shit I think it was written today

It says there’s a campaign occurring that was approved under Eric Adams.  That and the examples given all of other social media campaigns from prior years were to promote city programs, not “the mayor.”  The claim of “taxpayers funding a 200 person propaganda army” is a blatant lie.

I don’t recall, did you make 100 posts complaining about Kristi Noem’s $200+ million ad campaign where money went to people connected to her?  It was the main reason she got fired after all.

Also here’s one I posted in a different thread and got no replies - the Department of War hired a MAGA “influencer” to shill on their behalf, and she didn’t even disclose it until doing so accidentally - https://www.ibtimes.co.uk/maga-influencer-pentagon-role-revealed-1816438

Fake news.

A City Hall spokesperson said the mayor’s office “never paid a content creator for a collaboration or for content production.”

so there is no chance they could be lying?

"You’d think the party demanding more government would be furious about people looting the government programs we already have."

The party demanding more government IS the people looting the government programs.  C'mon, man, this is easy.
