Pushing out from top - STALLING

Getting sick and tired of top wrestlers driving bottom wrestler OOB when both get to feet.  Refs need to call this what it is, stalling.  Guy in ‘control’ needs to foster wrestling in bounds.  
 

Have seen this so many times at national duals.  Discouraging.

In college folkstyle yes.  In youth folkstyle, we had to work for a pin or else be called for stalling on top.  I liked that method more.
