So their mindset is drunk drivers should be let off, because, they didn't go out meaning to harm anyone, they just made a bad decision.   Three people are dead, I don't see how clemency is 'proportional justice'.

No, but according to the article the people are saying he should be given clemency because he didn’t intend to kill three people.  He just made a bad decision. The bad decision was incredibly stupid, breaking the laws of the road, which resulted in killing three people.  
 

By that same mindset, when people go out and get drunk and then decide to drive home, they didn’t intend to harm anyone, they just made a bad decision.  That’s what I was getting at.

The bad decision was granting him a CDL without proper training.  Who will be the first governor thrown in jail, WA or CA?  See George Ryan Illinois for reference.

He presumably qualified for the CDL he carried.   He presumably knew more about the rules of the road than the normal Non-CDL driver.   Yet, he could not speak English profienctly, answering only 2 of 12 questions.

Federal law has mandated for decades that CDL holders must be able to speak English “sufficiently” enough to converse with the public and read road signs – with Duffy signing an order in May to bolster those laws.

And in California, CDL tests are administered only in English, while Washington allows tests to be taken in English, Spanish, Russian, or Serbian-Croatian.

So why did he have a CDL and was allowed by two states to drive a big rig?   CA and WA broke federal law by allowing him to receive a CDL.   The family of the victims has a pretty easy case to make for damages of these two states in my opinion.

Yes, CA gave a temp CDL and WA gave him a permanent one.   And NM at a traffic pullover said he could speak adequately.   Yet FL says he can't speak and it just goes on and on.   It is a crazy time where an illegal alien can get a CDL.   Blows my mind.   Only in the US does this happen.

I didn't hear anything about a CDL test, those are pretty tuff and 3 to 5 full tests depending on equipment.  Reported just a simple English test and a road sign test, failed both messeribly.

Civil lawsuits from the family to all the parties who granted these illegals the cdl licenses.   That + criminal charges

Yes I think there will be big $s here.  It sounds like he couldn't have passed the basic automobile written test in any state.
