Just because it is rare is not a reason to dismiss it.  It is patently unfair in competition and gross and uncomfortable to have a man in a woman's bathroom or locker room.   The polling on this bears this out.   There are cases where "transgender women" rape and otherwise molest women.  And we allow the conditions that make that a possibility.  Louden County is a prime example.   Any sexual assault by anyone should be prosecuted to the full extent of the law.   

There is so much you get wrong here it is really quite amazing.

The answer to "what's happening" is obvious. When you reduce negative social pressure against something, incidence increases.

If you're not following, there wasn't a drastic increase of people who were left handed in the early 1900s. Society became more accepting of left-handedness and stopped forcing left-handed children to use their right hands, revealing the true number of left-handed individuals was actually much higher than believed.

It got easier to be a trans person in America, so more trans people came out of the closet. What you want is for them to stay in the closet. It's not going to change who they really are though.
