Steroid Accusations - why not take action if things are so obvious?

Some wrestlers and some fans say it is "obvious" certain wrestlers are using steroids.  If it is really so clear cut and there is hard evidence (beyond the fact that a wrestler has acne on his face or went up a weight class or two) what is stopping athletes, schools or even fans from taking action an notifying the NCAA and insisting they launch an investigation?

This is a honest question.  Some claim it's a "slam dunk" type of case, and if so, you would think we would see dozens of investigations with many athletes being punished.

It was one line in a 13 minute/interview video...

I have no clue why PSU fans/former wrestlers want to keep talking about it.   The sooner this dies the better I would think.

I don't know why the tiniest of smoke keeps getting oxygen from the team allegedly accused.

What is stopping someone? Evidence. It’s that simple. The thing you need in order to investigate this is missing. There is simply no evidence to bring down Tyler Kasak as a steroid using cheat, which is what this entire conversation is about. A baseless accusation.
