Also what I was saying doesn't happen is people hopping the border and being rewarded with free things. The government gives things to refugees absolutely. There are several apartment complexes a couple miles from here that are almost all refugees from various parts of Africa, and their rent is heavily subsidized if they meet certain conditions. 

I believe you are confusing or conflating illegal immigrants with refugees. There is a difference. But I applaud you for showing the depths of your ignorance in not being able to distinguish between the two.

Chicago has been complaining about illegals coming into their city as has NYC.   Why would these cities, that are sanctuary cities, spend so much on migrants?   Use your collective brains.   Perhaps a few are legal but most are illegal.

Generally showing up and asking is how it works. Usually if you're seeking asylum you don't tell anyone in advance because you're facing consequences in your home country. I've seen various reasons for claiming asylum. From "I got gang raped and would again if I returned" to "The government murdered my dad and would put me in prison for having a different opinion" as reasons. Usually if somebody is fearful of being killed, that's pretty good motivation for trying to stay here.

If that is how you need to do it because you're afraid of being murdered, yes. I once worked with somebody to get their application approved who hopped the border and immediately sought out the border patrol and practically kissed the ground up on surrendering to them. His parents got murdered over a dispute with a business rival who was connected to the government and his brother got disappeared as well. He was next and wisely split to avoid the same thing. 

You aren't in that situation. If it's life or death, you're going to hop that border and happily sit in detention and say thank you every step of the way because the alternative is being dragged out of your house and shot. Fortunately we are a nation that has due process and that extends to anyone in this country.
