Pretty sure she was a US Olympic alternate even though she was born in France. I assume that she became a US citizen through marriage. A lot easier to make the US team than the French team in Judo

Nope.  Simply need to be a national of the country being represented by the respective NOC (National Olympic Committee).  Those who have multiple nationality have the option to chose which NOC they will represent.  If an athlete that has previously competed in continental, regional, or world events decides to change countries, they must wait three years before representing the new country in such an event.  See rules #40 and #41 (pages 80-81) in the linked document.
