I assume there's a process for Russian and Belarusian athletes to compete in the Olympics as AINs. But what's to stop say, Carter Starocci from telling the IOC/UWW "hey I am uninvolved with the policy actions of the United States and cannot accept the privileges nor consequences of competing for the USA. I believe I represent the future Independent Republic of Staroccistan and would like to try to qualify for the Olympics as an AIN athlete?" 1
