I am not 100% sure on this topic, so you may very well be right. But I do know that there is a US Territory "team" that competes at Fargo. For example, David Maldonado wrestled at U15 Pan-Ams (68 kg for Puerto Rico) and was silver in Free and bronze in GR and then competed at Fargo (for team UST) in 16U 150 (Free & GR) two months later.

Is that really the purpose anymore? It was back in the 70s and 80s. But I have not seen that as the purpose since I got back into wrestling in a world scene in the late 90s.
