That sums that up, actually. It is quite easy and simple - yet clear. For example... let's say Johnny D goes to the Pan Ams qualifier and gets Destribats'd and Tevanyan loses to the Russo for 5th. If Tevanyan qualifies anywhere else and the Russo's and Belarusian aren't allowed to attend... Lee(USA) would be up next.
