I don't want to speak for RV, but probably when he sent the US military in. The Marines, in particular.

US Marine Corps vs US citizens.

Declaration or not. That was not OK, has never happened before, and should never happen again.

The US Military is not a fun peace keeping unit. They are trained killers. As they should be.

What should NEVER happen is any confrontation between Marines and US citizens. Never.

Any politician who tells you it is a good idea to do this should get a swift kick in the ass.
