How did he break the law? 

You are not in favor of anybody breaking the law?   But you are in favor of the LA riots where there is a lot of law breaking going on.   You speak with forked tongue tonto.

You are off your rocker if you think the admin enforcing legit immigration law is against the law.   You are a hoot.   And not a very funny one at that.

im finding that politifact etc are tap dancing around this

which tells me his is in his right.

just think about little rock, mississippi and other places where the guard or military were sent to enforce segregation

Stepping into the street and hindering traffic is against the law.  As soon as a protest(er) makes a single car - or a single pedestrian for that matter - alter his or her intended path an illegality has occurred.  Law enforcement reacting to law breaking is not bullying.  

In fact, the only bullying is done BY the protesters who are using force to alter others' lives just because they (the protesters) are unhappy.  This protesting is not "petitioning the government".  This protesting is using force to try to gain an outcome that could not be achieved by legal and peaceful means.  Insurrection, perhaps?
