This details pretty well why they have been running into issues.  ‘Who to blame’ is something that will be concluded after the investigation into the situation, not off SM click bait.  I know that’s not sexy for anonymous message board posting, but it will answer your question.

And I'm sure they were just lazy and didn't want to use the funding, right? You may want to dig deeper.

That’s my bad.  You’ve shown all too well that when it comes to real life tragedy like this, a little bit of effort toward accuracy is not that big of deal for you if you see on opportunity to burn the other side and give yourself a warm fuzzy…..people losing their homes and lives be damned.  I should have known. A wrestling story on the other hand….

PG&E, for starters.

The water delivery system exceeds national civil engineering standards. Unfortunately, they don’t account for current conditions (fuel, wind). And, they have plenty of water.

It’s odd how often you post things that are wildly inaccurate, that you’ve failed to do any kind of fact checking on, and then you refuse to admit that you were wrong.

Given your penchant for posting things from absolutely trash sources, maybe you DO mean to mislead?

Have you ever stopped and thought about the fact that you are actively curating your own “news” feed via Twitter, and that there’s a lot of made up bull*I poop my pants, don't laugh at me* on it?

Well gents.  I’ve solved it.  Actually I didn’t.  I needed the help of TikTok and Maxine waters.    She is on a news show and was asked what went wrong.  It wasn’t D policies so I guess we now know that.   
 

she said it’s emphatically the 1%s fault for not paying their fair share of taxes.   So this issue is over.

And once again, a citizen reports that by defying Cal. State law, and cleaning about a fifty yard perimeter around his property, he saved his house.  Neighbors weren’t so ‘lucky.’

I didn't see anything there about a reservoir being empty, it just says it was off line for repairs.   How long was it off line?   Why was it offline and/or empty during santa ana winds when the fire danger is elevated?  Who planned this?  It certainly wasn't Joe  Schmoe down the road.  It was the government that planned that. 

Generally speaking, who is to blame when there is no water?   Whoever  manages the water supply is the first in line for blame.   Who is that?

Who was in charge of mowing down the grasses so such a fire didn't have the fuel to become catastrophic? 

The answer to these two questions will be the same.  Unfortunately, the voters are ultimately to blame for voting in incompetent leaders and placing them in positions of responsibility for the safety and welfare of all citizens.

1) They plan maintenance years in advance.

2) Santa Ana winds can happen in any month.

3) This reservoir being empty didn’t change the availability of water for firefighting.
