isn't this clear partisan policy?

why wouldn't / shouldn't Elon move his manufacturing to another state?

I can't find the language of the actual proposal, but it's being framed as a program to help smaller companies (they're saying it's directed towards smaller companies/car producers), so that's how he would be trying to get around the idea it's an attack on Elon's company.  I see both sides of that particular argument, I probably would not exclude Tesla were I drafting it.

Yes, in the sense that it would hurt his competitors more than him. He said that on an investor call. But, I am not convinced he is really for it, as much as he is trying to calm investors.

The bigger threat to Tesla is if they decide to eliminate carbon credits. I just cannot see
