  10. Several small cities or towns allow non citizens to vote in local elections because those elections tend to have bigger impacts on those communities. As long as it's not state or federal, it's not a big deal. They can't hold public office. We count them in the census every decade, so allowing them a say in local affairs isn't a big deal.
