It's not OK in the military, except extreme circumstances. That's basically your only job if you are a junior-level soldier. I was in the army (full-time, combat arms) and did what I was told, even though I hated that sometimes. That's why I didn't re-enlist but I served my full 3 years. I have no sympathy for these people. They should be punished to the max instead of getting rewarded with double pay at taxpayer expense for disobeying direct orders.

0% similarity because a) federal civilian workers had 0% control over their fate while soldiers had 100% control. Their job is to follow orders.
