If you hadn't watched the video it'd be a bit hard to tell what is going on. Angelo is down in the stardard Ferrari attack position from which they use fast twitch muscles for a low launch into a single leg snatch. So did Starocci just back up to stay out of reach hence why he is standing almost straight up, clearly he is not coming forward he is on his heels. Now those of us who saw the match wouldn't assume that's the case. However as a fair minded wrestling fan I'm sure you can appreciate the interpretation based off only this still photo.
