Im not necessarily crazy about giving $1k to every kid born but it's similar to $1k off your taxes except even kids in families who don't pay taxes benefit. Think the idea is start the IRA a birth and parents will continue to contribute which has merit. Regarding taxes we are already going to be increasing tax revenue with this huge big beautiful economy that's taking off. Plus how much more do you think these kids are going to pay in taxes if they have money for college or a good trade school. They will easily pay back the grand.
