Do you think what you don't know is proof of anything. Circumstantially it's far more likely he did or said something that created a reaction than several cops all suddenly and simultaneously chose to detain a random guy. Don't interfere with police while performing their duties, and especially don't do so while armed and resisting.

They didn’t choose to detain him until after he stepped in because one of the agents violently shoved a woman to the ground.

Maybe their instructors didn't explain to them about interfering or obstructing the Ice Agents. Especially felony obstruction while armed. There is no legally armed scenario while committing a felony.
