If a HS grad wants to take a gap year to travel Europe or whatever they a free to do that correct?

Yes, clock starts as soon as you enroll as a full time student.

The Ivy League allows five years from matriculation to get in your four years (8 semesters) of eligibility.  You just can't be enrolled in those two extra semesters.  They temporarily modified that to "four in six" due to COVID and the lost competition year.  A medical exemption is possible, but very rare AFAIK.

You can remain in school for that "redshirt" year so long as you have a bona fide injury and are enrolled in a 5-year undergraduate program. At Penn, that is typically a dual degree program from the business (Wharton) and engineering schools. Not sure what the 5-year undergraduate programs are at the other Ivys.

Yeah I think there is a real benefit to redshirting in a lot of cases, for guys to get used to both college life and D1 athletics.  We would lose that if we got rid of redshirts, but for parity reasons I don’t hate the 5 for 5 idea that seems to be likely because it should encourage more guys to transfer out of Penn State.  

Cornell would probably be at an advantage over most other schools if the NCAA got rid of redshirts (assuming the Ivy allows 5 years of athletics participation), since they’d probably still do their greyshirting program which my understanding is a bunch of the guys need in order to get accepted into the school.

The service academies do not have redshirts - Once you start with your class as a plebe it is expected that you are going to graduate with that class.  The academies do have prep schools associated with them that they have some recruits attend prior to starting in the academy.  That can serve a similar purpose as a redshirt but the student has not started matriculating at the school yet.

But I would say that almost always for students who still need some academic requirements filled before entering their service academy academic track rather than to just to get the kid an extra year to mature/lineup time.

I am not sure how they make the decision on which students go to the prep schools - I would be surprised if athletic considerations are major factors - I would guess that some of it depends on how many slots are open for the incoming class - if anyone out there has any informed insights on this I would love to here them.
