I don't know why you cannot understand that schools currently pay zero. There is nothing public, because there is nothing to make public. The absence of something does mean something is hidden from you. It just does not exist.

A public institution that associates itself with an entity that is paying its athletes to come there is paying the athletes.  You can say it’s not but it is.
