Helps domestic manufacturers slightly (while discouraging innovation to cut costs and truly compete) but mostly just a tax on the poor. Rich people don't buy nearly as much from China, etc relative to their income. There is no "external revenue.," that's another winger lie. The tariffs merely get passed on to the consumers. The other countries simply don't export quite as much. That's the net impact on them.
