I don't think being on one leg abdicates the responsibility to not back out

When you're on one leg, you don't have much control, especially compared to the guy with two legs down and holding your other leg.

I didn't like the stall call either, but I also don't feel sympathy for someone who isn't doing anything anyway getting hit.

I agree it is harder, but that doesn't change the responsibility. Just like it is harder if a guy digs in deep double unders.
