 Because it's usually not one Wrestler and it slows down scoring and can cause match stoppages with Mekhi Lewis type fingers. It's not Wrestling...

The Bavarians have something like this. They can do that. 

It doesn't accomplish anything and is generally a way to slow the match down.

That’s the impression I get when they start screeching, but I don’t watch a lot of freestyle.  Do they whack fingers there too?

 

Again:  Is there a rule?

If this is true confusion, have you heard of a website called Google?  Depending on your skills in forming a question in the search bar there, you could find an answer.

On finger ties - stalling, sure.  
 

What about broken fingers?  I’ve seen many a wrestler shaking their hands, massaging their fingers, seemingly in pain.  And a few times holding a dislocated / broken finger up.

So it is a rule.  I don’t like it.  These are grown men who have years of experience and how is it policed in the practice room?  I’d rather see the penalty be “give me 50 pushups and 50 mountain climbers” and how do you determine who initiates the act?

I’d rather see more of the three point takedowns and one second delay of starts. 
But my opinion obviously doesn’t matter and doesn’t seem to be shared.

Yeah I don’t understand how they could ever determine who to blame. Never seen it called as a stalling.
