Short answer, yes. 

Unilaterally taking away the military communication capability of a country defending itself from an invading country that is 5x its size. 
The decision to do that, likely as not, directly led to the deaths on the Ukraine side of the war. As you can read in the article. 
Then 47 had to ask 'pretty pretty please'(had no authority to demand or command because Elon is not in the miliary) for it to be turned back on. Elon refused. 
The person that made the decision had no role in the government or the military command of either country in the conflict.
Elon gave 'Aid and comfort' to Russia, against Ukraine, in the middle of a war. Russia is not our friend currently. So Elon gave 'Aid and comfort' to the military of our enemy. 
THAT. IS. TREASON. 
 
I'll agree it was a mistake to use Starlink/Starshield for THIS EXACT REASON. There's no way to undo it. But Elon should be exiled from the USA at minimum, if not prosecuted and jailed as a war criminal. All government grants/contracts should be cancelled immediately. 
Might Elon decide to launch a rocket into the White House or the Capitol Building if government contracts are denied to his companies?
After this incident there is no guarantee that answer is 'No'. So we should, like Batman vs Superman, treat it as a 100% 'Yes' and eliminate even the possibility of this happening. We know he's unhinged and racist and willing to spend an insane amount of money to protect his interests. Who is to say he won't try something out of desperation when things start falling apart for him? Which we will look back and agree that we are, currently, watching the beginning of Elon's fall. 
 
BTW, you just defended Russia, you piece of shit! 
I have a feeling you're going to look for a tiny 'W' in some sort of semantic point. But no tiny point will outweigh the fact that you are wrong and a piece of shit for defending Russia even a little bit.

In the the first link the Ukrainian military rep said, "Therefore, we physically cannot use commercial Starlink for deep strikes and medium-range strikes," he wrote on Telegram.

There was nothing he complained about for defense. But now I'm supposed to believe your new link from some guys opinion and then asking for a donation.

The restriction applied to long range drones communication. The Ukraine could not send long range drones. into Russia 

Are innocent Russian civilians more guilty than innocent Ukranian civilians?
