I knew a kid like that. Tiny guy, never got bigger than 115 in HS. 3 time all state, won state a time or two. Was well coached and had the benefit of wrestling camps and such. The whole time he was wrestling pipsqueaks, nearly all of them freshman and sophomores, and when he got to a college room he flailed. He had already been coached to the max in HS, and had just enough athleticism to make all state 3 times, but everybody he was wrestling in college was more athletic and had nearly as good technique. Some guys just don't have the physical tools for college wrestling.
Regarding Keuter, he doesn't look like anything special to me. If he wants to win at HWT in college he needs to pack on muscle, quickly. Another 25 pounds of muscle and 10 pounds of fat would go a long way for that boy.
